Executive Director of Government & External Relations ETS As Executive Director of Government and External Relations, Charles Melley oversees international, federal and state-level government and media relations for ETS. Leading a team of legislative and communications professionals, consultants, public relations agencies and lobbyists throughout the world, Melley shapes the nonprofit’s government outreach activities, corporate and industry strategic alliances and external communications. Melley’s group also provides timely analysis of key policy-related issues, trends and developments to support the company’s business and marketing planning and decision making. Before joining ETS in September 2001, Melley was a presidential appointee at the United States Department of Commerce, serving in the Senior Executive Service as Deputy Director of Public Affairs in the Office of the Secretary of Commerce. There, he was the department spokesman responsible for communications strategy, partici¬pated in trade and policy missions to Africa, Asia, Latin America and the Middle East, and served on White House task groups and commissions. Melley also was Chief of Legislative and Intergovernmental Affairs at Commerce’s Minority Business Develop¬ment Agency. Melley’s work in education includes affiliate relations for the National Education Association. He began his career in the office of then-Speaker of the House Thomas P. “Tip” O’Neill, Jr., and amassed extensive political campaign experience during three Congressional election cycles in the press and political offices of the Democratic Congressional Campaign Committee and in many national political campaigns. |
